How to assess our HOA members

Question:

We have 32 HOA units in our association.  We have a number of projects that we need to do this spring and there are not enough funds in the bank.  How do we handle an assessment?  Does every HOA owner pay equally or do those with larger homes pay more?  Is there a formula out there?
