How to break the tie?

We had 9 directors. One quit a week prior to the Annual Meeting and a replacement was not appointed by the President. Following the Annual meeting 4 new directors had been elected and 4 others remained on the board (total 8).

Next Monday we have the Organizational meeting to elect the Officers. With 8 directors, 4 are voting for one director to replace the vacancy and 4 are voting for someone else, how do we break the tie?
