How to count California HOA election votes

Question:

How are board of director votes counted legitimately for California HOA's? If they are to be counted in public meetings, is it right for a manager's employees to sit at a table in back of the meeting where they can open envelopes and count ballots out of sight from members or should they do this in front of members during the meeting?
