How to handle financial conflict with condo board?


Question:

I bought a condo in Greenville, SC for the time being. I want to rent it. I received a water bill for $300 and the Water Co. tells me you may have a water leak and turn off the water. Sure enough, there is a water leak outside, and the Association is responsible for the plumbing repair. I've been battling since Dec. 2017 with the only two board members and management company. The association has with no resolution. I have requested to help out with half of the cost $1,500 with a $150 a month reimbursement. They are only willing to put up $1,000 and are vague when paying me back. Things have gotten heated between us. Due that I have no water I am desperate and feel like I'm being blackmailed. If I go to a lawyer I will have to renege my offer due to the attorney fee. If I do take this route can I legally prevail?
