How to keep our trash area clean?

Question:

We have an area behind our condo bulding designated for trash.  Folks keep throwing theiir garbage in the area but do not put it into the trash cans.  This is creating a huge rodent problem for our building yet people don't seem to care but a few.  Any suggestions how to deal with this?  Fines don't seem to fix the problem long-term.  And we dont have room for a dumpster and can't put trash chutes in an old building.
