How HOA should deal with messy front yards?

Question:

We have neighbors in our HOA that have messy front yards and do not landscape regularly.  The HOA may be able to cover a little of the landscaping costs but we can't pick up the trash and junk from their front yards.  Any suggestions how to deal with this?
