How to protect privacy with HOA security cameras

Question:

We have 40 plus cameras being installed including the pool area, and inside gym. This new system is digital, so now board members will be able to view via their phone or personal computer.

In the era of hacking, and people just using poor judgment.
What can owners suggest to protect the little bit of privacy they may want in these common areas. Especially places like the gym/recreation room.

There's a difference from a nosey person watching the cameras waiting to "find" something 24/hr. Versus having a violation happen then viewing the camera. Furthermore, who is to say what friend/family member will have access to board members phone/computer.

Nobody on the board is going to admit to any wrong doing, but it doesn't appear to be any transparency for the residents.

What questions should residents be asking to make sure HOA board is not going to be too invasive and be able to hold them accountable.

There's personalities on the broad that range from people who have already received complaints about abusing their "title" to people who don't think about issues before they occur (aloof)
