How to replace non-active HOA board members?

Question:

kick-out-condo-board-members.gifOur COA president was in a bad car accident and may be hospitalized for months.

The VP has not come to a monthly meeting in 3 months, and rarely even responds to emails.

The secretary appears to have lost interest and is non-responsive.

The treasurer and member at large are the only remaining active board members, along with 3 other residents that are involved in special projects.

I think we need to replace the officers that are no longer engaged. The problem is that it is difficult to get a quorum to come to meetings and vote.

Can we appoint people who are interested in a position (president, VP, secretary) without a quorum vote? At least in the interim? Please help. Thank you.
