How to split votes for HOA when homes ownership is skewed?


Question:

This question is submitted by Jodie S. out of Granite Lake, ON. 

We are trying to set up an HOA at our lake and we have a challenge.

Most properties are owned by a single family, but there are a couple of properties that are more communal. There are 2 that are businesses that have a large number of permanent renters, and another that is a group of 10 families who share ownership.

We are struggling with how many votes would be fair for each of these properties. 1 seems stingy but a vote for each family within the properties seems too many.

Any ideas?
