Illegal “stopper” on the neighbor's basement floor

This question is submitted by Jane G. out of Michigan

 

I live in a condo complex in an attached building. Between my address and the person whose condo is attached to my condo, he has a “stopper” on his basement floor! 

Since there is more frequent flooding, his stopper (which stoppers are illegal) will cause damage to MY basement floor! The city I live in doesn’t allow sump pumps.

What do you suggest besides moving?
