Irrigation Valve For Entire Complex Going in My Basement


Question:

Can I be forced to have the irrigation control valve for the entire condo complex in my basement? My detached condo is currently under construction and irrigation lines have not been even started.

Shouldn't this control valve be located where the lawn service can easily access it? What are my options for refusing to have it located in my basement?

What are my responsibilities and liabilities if it is located in my basement? What if I am not home and there is a problem with the irrigation system?
