Is condo association manager at all responsible?


Question:

Our condo association's contracted management company is very much aware of the Board of Director's NOT conforming to association's Governing documented rules - of the board members not enforcing rules - of the Board of Director's NOT providing requested Association's Official Records as per shareholders certified requests and for the BOD inasmuch as NOT instructing the management company to enforce association!s rules and provide to Shareholder's requests of Association's Official Records, is the management company to be considered in BREACH of Association's contract with the shareholders as is the fiduciary BOD who are Knowingly, willfully, intentionally FAILED their duty and responsibility on all accounts as described above to the shareholders who elected the board to for fill the expected responsibilities.

What would management's obligation and responsibility be in these matters?
