Is condo project at President's sole discretion?

Question:

We just elected a new President, Secretary, Treasurer.  We have a major junk removal project to complete.  President want's to do it ASAP but the Treasurer and Secretary want to wait  Is this a matter to be voted on, or does the President set the direction and tasks to be executed without a vote?
