Is developer responsible for window replacement?

Our condos were built in 2003 by Del Pueblo Homes in Mesa AZ. When they put these homes together they put in ornament in the double paned windows half way and some now have fallen in-between the window down. The HOA is stating NOW in 2021, to the home owners that have this;it needs to be repaired or replaced, but these have been like this for years. Since this was placed by the builder who is responsible for this process?
