Is HOA responsible for replacing broken air conditioning unit?

Question:

150 condo units built in 1978. All units have electric HVAC owners are responsible. Units are located on the outside patio porch. A storm blew the wall partition divider on the patio and hit the air conditioner and it broke. The homeowners insurance company tells me that the association is responsible for the original AC installed back in 1978. The Homeowner hasn't replaced the AC unit since original installation. WHO IS RESPONSIBLE, HOMEOWNER OR ASSOCIATION? Thank you, Board Member
