Is it a conflict to be an HOA vendor and board member?

We are a large individual home HOA in California. Recently, a contractor who currently provides handyman and construction work in our community was elected president of our Board.
It seems to me that this is a conflict of interest. He already says he doesn't listen to homeowners who didn't vote for him. What if he has a dispute with a homeowner over work he has done.
