Is it fair that condo board makes all decorating decisions?


Question:

We own a condo in a 400 unit complex. 30 of the 60 different corridors are in need of re-decorating. They have been redoing 5 or 6 corridors a year rather than doing them all at once. Some were done with tile, some carpet some paid for by the 5 owner on that corridor others entirely by the association. Now the board wants to take complete control of the renovations and will pick out what paint color (dark) and only carpet for the remaining corridors to be done in the next 5 years. They are not letting the owners vote on this. Our document say it needs 75% vote for a material change that will cost more than $25k. Each corridor will cost $10k to do. They consider each corridor to be a separate item. Do you think this is fair?  Florida
