Is lawn care usually included in Florida HOA fees?

Question:

We live in a Florida HOA community with 27 houses and recently bought ours.  I was surprised to find out that lawn care is not included in the, not cheap, HOA fees.  Its a pretty good size lawn.  Is this typical in Florida?
