Lowered taxes = lowered access?

Question:

tax-abatement-condo.jpgWe are members of a 5 individual unit condo association. We all share in the common area and have always been taxed on 1/5 each.

One of the owners received an abatement, which lowered his taxes by $605. The assessor lowered his land value, but the other 4 owners are still paying higher rates.

Do the other members of the condo association have any recourse, and should this individual have limited access to the common area as he is now paying less than all the owners?
