Miami HOA votes in new board, do they have to pay double fees to the state?

Question:

pay-double-filing-feesI live in Miami, FL. Our HOA just had a meeting Saturday. We voted in new board members. Is it true that according to Tallahassee you have to wait until March of the following year to file the change, and if you don't, you have to pay double fees?

In other words, one fee now to communicate the change, and then again in March of the following year, cause that's what Tallahassee requires?
