New York Condo Association facing fire safety issues caused by hoarding

I live in a New York Condo Association consisting of 86 buildings, with 4 condo units in each.

We have a well-run Board of Directors and a great Property Management Company. However, we are currently stumped on a current issue involving hoarders.

Neighbors of the hoarders are fearful of the fire hazard caused by this issue. The local Fire Marshall has access to the garages, but not to the inside of the condo units, and the owners will not let them in.

What can we do to gain access to their condo units to ensure everyone's safety?
