North Carolina HOA owner up in arms over housing authority takeover


Question:

hoa-duesI live in a condo that originally had one completed building fully occupied, and another partially built. The housing authority purchased the both buildings, built two additional buildings, and 8 of the 12 original owners did short sales to move.

There are 3 owners left that we are categorized as housing authority residents. 

We NEVER receive any of the amenities that were promised, but they want us to continue with HOA payments. Government employees are the vendors for the community.

This was a new community that was not finished before the builder supposedly went into foreclosure. 

Is there a conflict of here? What recourse do we have to get the services were were promised? Should the government employees be paid from our HOA payments?
