Nuisance in our association's parking lot

Question:

Young man is repairing cars on condo parking lot, sometimes for neighbors. Friends often join him and listen to music as work is undertaking. Repairs are done in common-area driveway. His personal vehicle is also louder than usual though legal. Older neighbor has confronted young man and called the police. Do most associations ban car repairs on condo lots. Any suggestions for handling situation? What happens when other owners follow suit?
