Ohio condo owner's neighbor is a junk collector

I am a officer of a small condo association in Ohio. We have no major problems, no rentals. One owner has a "friend" who collects junk and is bringing it to her unit and storing it in her garage. Two cars, not running, and lots and lots of junk. We told her once and she swore it wouldn't happen again, but its starting again. She keeps the door down now, but I've seen them putting stuff in the garage when it gets dark. Any ideas?
