Out of control contractor building in HOA community

Question:

My HOA has specific guidelines for building in my community. The committee has granted a contractor the right to build a new home without submitting all the required paperwork and has failed to enforce all rules for violating the rules for noise, cleanup, etc. Every violation I report they fail to anything. What should I do?
