Owner destroys tree in HOA common area

What recourse doe an association have against an owner who destroyed a tree in the common area? Nobody saw it happen but his townhouse is the adjacent to the tree location. The unit is a corner unit and the tree was planted by the developer at the edge of a storm water management facility. There is no other unit close to the location of the tree.  Maryland
