Owner turns condo unit into Airbnb

Question:

The HOA in which I reside has 69 units. One of the owners has turned his unit into a AirBnB without consulting the board. We have nothing in our by-laws about this because it never has come up before. Is there anything we can do to ban this kind of activity? Thank you.
