Planned Unit Development (PUD) refusing amenities to some owners


Question:

Maryland condo community is a sub-association of a larger PUD (Planned Unit Development). PUD owns the common area and amenities. PUD is refusing amenities 

benefits (pool, lake, parking) to domestic partners if not listed on tax returns or on the deed to the property. Thoughts?
