Can condo president vote on community association board?

We are in Florida. We have thirteen associations in our Community and each president of individal associations sits on the central board that manages the golf course and other amenities. Can an association president arbitrarily vote on the central board on spending matters without first consulting the administrators of the association he represents regarding their views Thank you in advance for your clarifying this for us
