Property manager asking for $20,000 for nonessential work

Hi, I own a condo. There are 18 owners in this condo. We, the owners received an email from the property manager asking us to each pay $20,000 for renovations outside the building, none of which are emergencies (new lawns, new. Trees, new sidewalks, new lamps, etc… what recourse do we have if we do not agree?
