Is Property manager in a conflict of interest?

Question:

I am hoping someone can help me. I own a condo in a large complex in Massachusetts. Our management company and the owner's brother are buying property left and right in our complex. Is that a conflict of interest? These brothers are renting to section 8's, property is shown on my dime also. We want them out, but the percentage has to be a certain amount of owners. I love where I live, where can I read about conflict of interest or anyone have advice?.  Can I get a background check somehow? They did not register with the Better Business Bureau.
