Residents with a handicap decal leaving their vehicle for an extended time

This question is submitted by Harold M. out of Florida

Can a condo association require residents with a handicap decal not to leave their vehicle in a handicapped space for an extended time while they go on vacation? Especially when there is a valet lot and the condo regs state that no vehicle may stay in one parking place for 7 days or longer without being moved.
