Should condo association pay for pest control measures?

I've lived in the same condo for 10 years and somehow mice are just now getting into my basement.  Another unit owner (separate building) also has mice getting inside his unit. Obviously, rodents are finding their way through the exterior of the building. Would this be the association's responsibility to hire someone to seal up/rodent proof the exterior (underneath siding, cracks, holes, etc.)?  Illinois
