Should HOA be involved in bedbug issues?

Question:

How does your condo/townhouse association handle bed bug issues. Since bed bugs require treating multiple units at the same time (including surrounding unaffected units, does the HOA get involved? At what level? Does the HOA pay for the treatment if the whole building needs to be treated? Does your HOA manage the treatment, but bill the units being treated? In my state, I believe a LANDLORD is required to do the treatment at his expense, but I can't find any laws re condos. What do your state laws specifically say about bed bugs? It often can be impossible to determine who brought the bus in. Unit 2 may bring them in, treat their unit, but not tell anyone and then units 1, 3, and 4 report bugs.
