Should I have to pay special assessment on condo I just bought?

I just bought a condo in Oakland, CA and I just found out that there will be a huge special assessment due to upkeep that must be done as a result of the city's mandate. There are so many maintenance and upkeep issues that have not been done over the past years that this is the only way to get things done without incurring huge fines from the city.

I was not made aware of this at all during the buying process. I feel that this should have been revealed to me during the buying process because I would not have purchased if I had known that I would have to pay such a big amount out of pocket so soon after buying. 

What recourse do I have?
