Should step-up to sidewalk from parking lot be visually marked?

Question:

We have a 3 inch rise to the sidewalk from the parking lot. We are wondering if it should be marked in yellow or is it ok to leave it unmarked. Does it sound like a liability issue.  State of Minnesota
