Should the HOA attorney attend every board meeting?

Many in my association object to having the lawyer ($400 an hour) at board meetings in anticipation of questions. At a recent meeting, it cost almost $2000 and only two questions were asked. However, the Board insists the attorney's presence is necessary. Is it?
