Should the HOA provide lockers for storage?

My HOA board recently sent an email to all owners requiring any belongings stored in the basement (which is a common area) be stored in a locker.

If the board would like belongings stored in lockers, then shouldn't they provide lockers for each unit?

Also, my community consists of four buildings and two of the four already have storage rooms in the basement dedicated to each owner in that building. Any input would be greatly appreciated!
