Question:
Our HOA refuses to implement a floor covering policy (to cut down on the floor contact noise) for a couple of units in our building that are located over another unit.
They state that they cannot dictate what an owner does inside their unit.
However, it is my understanding that many HOAs have a floor covering policy for stacked units.
