Can condo association use reserve fund for maintenance project?


Question:

In Florida, condos associations are required to fund reserves specifically for replacement of aging Common Elements (roof, painting, roads...). Our board is contemplating to use "road reserves" to fund the application of an asphalt sealant (black film) on road pavement. It is supposed to increase useful life of roads (a few years at best). However such expense has never been included in the road replacement costs used for reserve calculations. Can we use the road reserves funds for what appears to be a regular maintenance expense?
