Condo association holds first compliance meeting. Can owners attend?

For the first time ever, our association is holding a Compliance Committee meeting. No rules have been published. Does anyone could indicate where to find a description of the process to determine if a negligent owner should be fined or not for infractions to the rules. Who can be a juror? Is it a public meeting? Can owners stay in the room, while the jurors deliberate? Etc.
