Owner wants condo association to pay for mold removal

Question:

A new owner in our small eight unit condo complex had a home inspection prior to his purchase. The inspector found that the attic vents were covered by insulation so no air was moving and now there is mold in his attic. He wants it fix and his bids are close to $4000. It only affects his
