How do we change from a condo association to an HOA?

Question:

Is it possible to change from a condo association to an HOA? Our association is made up of 4 units, all owner occupied and the cost of our master policy (a commercial policy) keeps us from being able to accomplish much needed repairs and maintenance. Is there an alternative to a commercial policy?
