Condo board is not property managing construction project

I live in a Seniors condo community, in a four floors, 40 apartments building. Construction started on a Concrete Repair Project of 24 balconies. Who is the liaison between the construction company and the Unit Owners? We are not being informed by the Board of Directors, the managing company or the vendor about the work.
