Condo Association Board and Management Co. negligent on unit repairs

My condo association board of directors and property management company are not addressing two huge issues I am currently having with my condo unit. The first is that my condo unit sits above a garage and the garage ceiling has a gaping hole in it, allowing cold air to come through. During the last winter, water actually froze in my bathroom and I was also unable to use my washing machine as the water line had frozen. The condo association management company suggested I install a heat strip in the wall to keep the pipe warmed, which I would be responsible for. An engineering company hired by the condo association came and determined that the freezing was a result of the garage ceiling hole underneath my condo unit. Further, half of my unit is freezing during the winter (I’ve measured temps as low as 50 degrees in the bedroom, and the bathroom within the bedroom is cold enough for water to freeze.)

The condo association board of directors recently emailed the construction plans to fix current building issues, and the only ones being addressed are those occurring in board member units (new railings and remodeling of terraces!). Nothing was planned for fixing the hole in the garage ceiling.

The second issue is a back-up in the condo unit plumbing that causes laundry suds to come out from the drain in my kitchen sink. I have been trying to get them to fix this for over a month. They had just recently replied, promising to send a plumber, but haven’t heard anything since. I then directly called the plumber they claimed to have contacted, only to find out that he in fact had never been contacted.

On top of this, our condo association assessment fees had recently been tripled to cover the cost of repairing leaks on the upper floors. My condo association board of directors and property management simply ignore me and don’t seem to address any of my issues. What recourse do I have? I live in a New York City condo association.
