Can can condo association out of state owners vote via US mail?

Question:

Can a homeowner who lives out of state, send a email to property management in lieu of sending their official proxy through USPS? Stating in the email what their voting choices are and to consider the email their formal vote and count them towards the membership quorum? I have never seen this as an accepted practice before in our condo association.
