Is new buyer responsible for last owner's delinquent condo fees?

Question:

I need clarification on the following question. I am in the process of purchasing a condo in Cape Coral, Florida. What I would like to clarify is whether I would be responsible for HOA fee's of other owners that have not paid or are under foreclosure. Also, if the condo is only 70% occupied, do the rest of the condo owners have to pay the remaining HOA fee's of the vacant properties. Please clarify. Thanks in advance. Sie Lam
