Is small 8 unit condo association exempt from governing laws?

Question:

I am in a small condo association (8 townhouse units) in Florida. Are we governed by the full regulations for condos, or because of our size, are any of the statutes waived? For example, can the budget be approved by the homeowners, as opposed to the board?
