Can condo association lock-out delinquent owner by changing locks?


Question:

I live in a 4 unit condo building with a public entrance to a main hallway and then private entrances to each of the 4 condos. Three of the four units are owner occupied. The one unit that's a rental is in debt to the condo association. In the coming months we'll be remodeling our public entrance and changing the locks. Can I legally withhold the keys for the new locks from the owner that owes money to the CA until he pays off his debt? I know that a landlord can't change the locks on his rental unit if the tenant hasn't paid their rent but this is slightly different because I'm not dealing with the renters. Thanks in advance.
