Association may have committed fraud - Citizens windstorm insurance

Question:

We live in a high rise condominium in South Florida along the coast. In order to reduce our windstorm insurance our previous Board President contracted a General Contractor to complete and certify mitigation forms which were submitted to Citizens Insurance in December 2010. We have (2) two CAM's that manage our property. Citizens issued credits towards our premium in March 2011. A new Board was elected in February 2011. Citizens is now questioning the mitigation claims and has sent an investigator to our property to interview our management. Are the CAM's or previous Board President liable for fraudulent activity? Should the CAM's be held accountable for not checking the information submitted on our behalf? Our building's insurance coverage is now in jeopardy as Hurricane Season approaches
